Captured using install capture, on a pristine Windows XP SP2 VM. Import / Export seems to work just fine.

- Things to watch for

Make sure to install IIS first. One problem I found is that SVS doesn't handle IIS metabase changes, so the virtual directory for samples will still exist in IIS, but won't point to anything.
